Overview

Edward is an expert in the field of professional discipline with a practice that encompasses the police, the military and the healthcare professions. In the field of healthcare regulation, Edward regularly appears on behalf of doctors in the GMC, dentists in the GDC and nurses in the NMC.  He also acts on behalf of doctors and dentists in hearings held by their PCTs and on appeal to the First Tier Tribunal.  In the field of police misconduct he is regularly instructed to prosecute and defend in serious police misconduct allegations in misconduct proceedings, the Police Appeals Tribunal and on Judicial Review.

Police Misconduct

In the field of police misconduct Edward is regularly instructed to prosecute and defend in serious police misconduct allegations in misconduct proceedings, the Police Appeals Tribunal and on Judicial Review. He was instructed in ‘Operation Alice’ the series of misconduct hearings arising out of the investigation in to the ‘Plebgate’ incident at the gates of Downing Stree and recently defended two officers at a Ministry of Defence Police Gross Misconduct Hearing arising from events at the Atomic Weapons Establishment Burghfield.

Military Law

In 2007 and 2008, Edward worked within the Army Legal Service and therefore has a comprehensive understanding and expertise in military law and the structure of the British Armed Forces. Edward has recently been involved in advising on military law and internal discipline including in misconduct proceedings brought against members of the Royal Military Police.

Healthcare Discipline

In the field of healthcare regulation, Edward regularly appears on behalf of practitioners before various regulatory bodies, including, the General Medical Council, General Dental Council, Healthcare Professional Council and Nursing and Midwifery Council.

Financial Services Regulation

Edward has experience of advising financial institutions and individuals in the conduct of financial regulatory investigations including those supervised by the Bank of England, Financial Conduct Authority, the Department of Justice and the Swiss Financial Market Supervisory Authority (FINMA).

Appellate work

As well as proceedings before professional regulators, Edward has expertise in bringing and defending challenges by way of appeal or judicial review against first instance decisions.

  • Operation Alice
    Edward acted as Legal Adviser in the series of misconduct hearings arising out of the investigation in to the ‘Plebgate’ incident at the gates of Downing Street.
  • The Ministry of Defence Police v Police Constable W
    Edward acted as Legal Adviser in this misconduct hearing involving a physical altercation between officers at a secure military establishment.
  • The Ministry of Defence Police v Police Constable P.M.
    Edward advised the Appropriate Authority in this gross-misconduct hearing involving allegations of the unauthorised discharge of a weapon.
  • The General Medical Council v Dr A
    Edward acted for Dr A at this Interim Orders Hearing involving allegations of poor professional performance and behaviour in the context of General Practice inside a prison. Dr A received conditions on his practice.
  • Commissioner of the Police of the Metropolis v Police Constable D.B 

    Edward acted as Legal Advisor to misconduct panels in this gross-misconduct hearing involving allegations of suppression of evidence by a Sapphire Investigation Unit.
  • Commissioner of the Police of the Metropolis v Police Constable L.D
    Edward acted for the Appropriate Authority in this gross-misconduct hearing involving allegations of racism. The allegations were found proved and the police officer was dismissed without notice.
